OpenLearning Signs 5-Year SaaS Agreement with CIT University in the Philippines

OpenLearning (ASX: OLL) has secured a five-year, usage-based software-as-a-service (SaaS) agreement worth a minimum of $340,000 with Cebu Institute of Technology University (CIT) in the Philippines.
The deal will see the company’s AI-powered learning management system (LMS) rolled out across all faculties and programs at CIT, with a guaranteed minimum of 20,000 students using the platform each year.
CIT – a leading private university recognised nationally for its strengths in engineering, architecture, IT, health sciences, business and education – chose OpenLearning after evaluating multiple providers.
Expanding in the Philippines
OpenLearning said the agreement cements its position as a leading AI-driven LMS provider in Southeast Asia, adding to its growing list of institutional clients in the Philippines.
The platform’s outcome-based education tools, ePortfolio system and generative AI course design features are aimed at improving student engagement, graduate employability and institutional efficiency.
Chief executive officer Adam Brimo said partnering with a top private university in south-central Philippines, recognised as a Centre of Excellence in IT Education, was “a strong endorsement of our platform’s capabilities” and reflected a shared commitment to “quality, innovation, and scalable impact”.
He said the collaboration combined CIT’s expertise in engineering and innovation with OpenLearning’s AI-powered LMS to create a dynamic learning environment that prepares graduates for modern workforce demands.
Strategic Value Beyond Revenue
While the minimum contracted fees are not financially material for the company, OpenLearning said the deal was strategically important given CIT’s reputation and its decision to adopt the platform university-wide.
The agreement also allows for additional revenue based on usage beyond the annual minimum.
The Philippines’ higher education market, with over 3.4 million students and rising digital adoption, represents a major growth opportunity for the company.
By securing a partnership with one of the country’s most respected private universities, OpenLearning aims to further build credibility and market share in the region.
The SaaS agreement includes customary termination provisions, service level agreements and compliance clauses, including the ability to terminate if the platform cannot meet Philippine regulatory requirements.
Elcom Technology Partnership
The CIT agreement follows OpenLearning’s recent three-year reseller partnership with Australian intranet and content management provider Elcom Technology.
Under the deal, Elcom will bundle OpenLearning’s enterprise LMS into its digital workplace solutions for more than 200 corporate clients across sectors including government, finance, healthcare and retail.
Elcom’s acquisition earlier this year by Constellation Software, via Vela Software Group, brings additional reach and strategic stability to the partnership.
Both companies see the arrangement as a gateway for OpenLearning to accelerate its entry into the Australian corporate training market, leveraging Elcom’s established customer base and relationships.
Mr Brimo said the partnership “combines Elcom’s trusted digital workplace platform with OpenLearning’s advanced learning management system and AI-powered course tools”, creating a unified environment for scalable, outcome-driven corporate training and professional development.
